To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to allow the Administrator of the Federal Emergency Management Agency to provide capitalization grants to eligible entities to establish revolving funds to provide assistance to reduce disaster risks, and for other purposes.

Sponsor: Rep. Angie Craig — D — MN

Authorizes the appropriation of $200 million for the Federal Emergency Management Agency to make grants to capitalize new revolving funds administered by states, from which state agencies would make low-interest loans to local governments, communities, homeowners, and owners of other property to finance projects that would mitigate damage from future disasters.
