To develop and implement policies to advance early childhood development, to provide assistance for orphans and other vulnerable children in developing countries, and for other purposes.

Sponsor: Rep. Joaquin Castro — D — TX

Authorizes the U.S. Agency for International Development (USAID) to support global activities related to early childhood development. In addition, the bill would require USAID to direct other federal agencies to promote—to the extent practical—early childhood development through their foreign assistance programs. The bill also would require USAID to report to the Congress on the government’s progress towards meeting that goal.
