Requires the Director of the Federal Law Enforcement Training Centers (FLETC) to conduct research and development of a technology that would increase participation in training offered to state, local, and tribal communities. The bill also requires the Department of Homeland Security to report to the Congress on the accreditation of training programs offered by the department.
