To clarify that Bureau of Land Management shall not require permits for oil and gas activities conducted on non-Federal surface estate to access subsurface mineral estate that is less than 50 percent Federally owned, and for other purposes.

H.R. 6107 would prohibit the Bureau of Land Management (BLM) from requiring businesses to obtain an approved application for a permit to drill (APD) for operations on lands where the surface estate is owned by a nonfederal entity and the federal interest in the mineral estate is less than 50 percent. In 2017, the Department of the Interior collected a total of $31 million in fees from APDs. (Those fees are recorded as reductions in direct spending.)
