H.R. 6378 strengthens and improves national public health preparedness and response activities and accelerates medical countermeasure research and development. In addition to providing important resources to hospitals, and state and local health departments, the legislation focuses on the needs of special populations including children, individuals with disabilities and seniors before and during a disaster or other all-hazards event. The bill codifies the Public Health Emergency Medical Countermeasure Enterprise, reauthorizes key programs necessary to respond to public health emergencies including the BioShield Special Reserve Fund, the Biomedical Advanced Research and Development Authority, and the Strategic National Stockpile, and clarifies the coordinated efforts and roles of the Assistant Secretary for Preparedness and Response (ASPR) and the Centers for Disease Control and Prevention in emergency and response initiatives. The legislation also provides the authorization and federal resources to invest in medical countermeasures against pandemic influenza, emerging infectious diseases, and antimicrobial resistance.
