Authorizes appropriations for the Environmental Protection Agency (EPA) to establish four new grant programs, directs EPA to develop a strategy to improve postconsumer materials management and infrastructure, requires EPA to complete several reports, and directs the National Academies of Sciences, Engineering, and Medicine to conduct two studies in coordination with other federal agencies.
