Randy Neugebauer is a Representative from Texas. Born in St. Louis, Missouri in 1949, he graduated from Texas Tech University in 1972. He was a businessman, member of the Lubbock, Texas city council from 1992-1998, and served as mayor pro tempore of Lubbock, Texas from 1994-1996. He was elected as a Republican to the 108th
Congress, by special election, to fill the vacancy caused by the resignation of United States Representative Larry Combest and reelected to the six succeeding Congresses (June 3, 2003-January 3rd, 2017).
