Modifies the standards and procedures governing the Department of Energy’s (DOE’s) weatherization assistance and training programs and authorizes the appropriation of $1.63 billion over the 2020-2024 period. It allocates a portion of that total for measures that would improve the energy efficiency of housing units occupied by low-income persons, subject to certain conditions. Other provisions expand eligibility for training programs, allow installations of renewable energy sources, and modify other administrative procedures.
