To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include certain services in the definition of critical services, and for other purposes.

Allows the President, in the event of a major disaster, to make contributions for (1) the repair of infrastructure used to access a private nonprofit facility damaged or destroyed by such disaster; and (2) solid waste management, stormwater management, emergency support transportation, nonemergency medical, first response, and security.
