To amend the National Oceanic and Atmospheric Administration Commissioned Officer Corps Act of 2002 to make certain changes to the National Oceanic and Atmospheric Administration's commissioned officer corps, and for other purposes.

Modifies personnel policies for the commissioned officer corps of the National Oceanic and Atmospheric Administration (NOAA). The bill authorizes NOAA to pay some expenses related to higher education for people serving in the commissioned officer corps or people who commit to serving in the corps after completing a college degree.
