To direct the Secretary of State to provide assistance and technical expertise to enhance the representation and leadership of the United States at international standards-setting bodies that set standards for 5th and future generations mobile telecommunications systems and infrastructure, and for other purposes.

Requires the President to establish an interagency working group to promote U.S. representation and leadership in international organizations that set standards for mobile telecommunications systems and infrastructure. The working group would be chaired by the Secretary of State and include other federal agencies working on mobile telecommuni-cations. The bill also requires the working group to report to the Congress on its efforts under the bill, on a strategy to share security risks with U.S. allies, and on China’s activities in those international organizations.
