To amend title XIX of the Social Security Act to provide for the continuing requirement of Medicaid coverage of nonemergency transportation to medically necessary services.

Provides statutory authority for the requirement that state Medicaid programs cover nonemergency transportation to medically necessary services. The bill also requires states, as a condition of federal payment for such transportation services, to comply with certain utilization management requirements.
