To provide the Inspector General of the Department of Veterans Affairs testimonial subpoena authority, and for other purposes.

Sponsor: Rep. Kathleen Rice — D — NY

Authorizes the Office of the Inspector General of the Department of Veterans Affairs (VA) to issue subpoenas to compel witnesses to participate in its investigations. The Inspector General would not be authorized to subpoena federal employees or witnesses in other criminal proceedings. Subpoenas would require the approval from the Council of the Inspectors General on Integrity and Efficiency, an independent federal entity. The Inspector General would be required to report to the Congress the number of subpoenas it issued.
