To make permanent certain educational assistance benefits under the laws administered by the Secretary of Veterans Affairs in the case of changes to courses of education by reason of emergency situations, and for other purposes.

Increases fees the Department of Veterans Affairs (VA) charges borrowers for home loan guarantees, authorizes VA to pay additional educational and vocational benefits because of emergency situations, and expands eligibility for the Post-9/11 GI Bill to veterans who received sole survivorship discharges.
