Provides $287 billion in contract authority for the Federal-Aid Highway Program over the 2021-2025 period, cancels an $8 billion rescission in the Federal-Aid Highway Program currently scheduled for 2020, authorizes $284 billion in obligation limitations for the Federal-Aid Highway Program over the 2021-2025 period, and authorizes appropriations for other transportation-related projects and activities.
