James Hayes Shofner Cooper is a Representative from Tennessee. Born in Nashville, Tennessee in 1954, he earned his B.A. from the University of North Carolina (Morehead Scholar) in 1975, his M.A. from Oxford University (Rhodes Scholar) in 1977 and his J.D. from Harvard University Law School in 1980. He was a private practice lawyer, investment banker and an adjunct professor at Vanderbilt University. He was elected as a Democrat to the 98th and to the five succeeding Congresses (January 3, 1983-January 3, 1995). He was not a candidate for reelection to the 104th Congress in 1994 but was an unsuccessful candidate for election to the United States Senate. He was again elected as a Democrat to the 108th and to the seven succeeding Congresses (January 3, 2003-present).
