John McKee Spratt, Jr., was a Representative from South Carolina. Born in Charlotte, NC, he earned his A.B. from Davidson College in 1964, his M.A. from Corpus Christi College, Oxford University, in 1966, and his LL.B. from Yale Law School in 1969. He served in the United States Army from 1969-1971. He was a private practice lawyer, banker, and business owner and was a delegate to the South Carolina state Democratic convention from 1972-1980, and a delegate to the Democratic National Convention in 1964. He was elected to the 98th and to the 13 succeeding Congresses (January 3, 1983-January 3, 2011). He ran unsuccessfully for reelection to the 112th Congress in 2010. He was chair, Committee on the Budget (110th and 111th Congresses).
