Lois, Capps (wife of Walter Capps) is
a Representative from California. Born in Ladysmith, WI, in 1938, she earned her B.S. from Pacific Lutheran University in 1959 and her M.A. from Yale University in 1964. She also earned an M.A. from the University of California, Santa Barbara in 1990. She was a nursing instructor and nurse administrator at Yale Hospital, and director of the Teenage Pregnancy and Parenting Project and the
Parent and Child Enrichment Center, Santa Barbara County, CA. She also worked as an instructor, Santa Barbara City College.
She was elected to the 105th Congress by special election to fill the vacancy caused by
the death of her husband, United States Representative Walter Capps, and reelected to the nine succeeding Congresses (March 10,
1998-January 3, 2017).
