To amend title II of the Department of Energy Organization Act to reauthorize an office within the Department of Energy, to direct the Secretary of Energy to establish and carry out a comprehensive, nationwide energy-related industries jobs program, and for other purposes.

Authorizes the appropriation of $65 million annually over the 2020-2024 period for the Department of Energy (DOE) to establish and implement a program to improve education and training for jobs in energy-related industries. The bill also would require DOE, in collaboration with other agencies, to develop, maintain, and report annually on a clearinghouse with information about industry-related job training and workforce needs.
