Amends the Patient Protection and Affordable Care Act to provide for an Improve Health Insurance Affordability Fund to provide for certain reinsurance payments to lower premiums in the individual health insurance market. The bill appropriates $10 billion each year, beginning in 2020, to provide funding to states for reinsurance programs in the nongroup insurance market or for other subsidyprograms that reduce costs for people in nongroup plans sold through the marketplaces established under the Affordable Care Act (ACA). It also establishes a federal reinsurance program in any state that did not operate either type of program.
