To amend the Intelligence Reform and Terrorism Prevention Act of 2004 to strengthen the ability of the Privacy and Civil Liberties Oversight Board to provide meaningful oversight and governance related to the use of artificial intelligence technologies for counterterrorism purposes, and for other purposes.

Expands the scope of the Privacy and Civil Liberties Oversight Board's authorities to include measures that utilize artificial intelligence. The board is an independent agency in the executive branch that is responsible for ensuring that measures taken by the federal government to combat terrorism incorporate protections for privacy and civil liberties.
