To track arms transfers of United States-origin defense articles throughout the lifetime of the transaction, identify solutions to address delivery time lags, and for other purposes.

Sponsor: Rep. Young Kim — R — CA

Requires the Departments of Defense and State to report to the Congress on all weapons transfers authorized since October 1, 2017, under the Arms Export Control Act and Foreign Assistance Act of 1961. The report also must include a list of all approved transfers of defense articles and services that have not yet been delivered to Australia, Japan, New Zealand, South Korea, and Taiwan with a total value of $25 million or more. The bill requires the departments to include an overview of ongoing efforts to support those transfers and potential actions to improve delivery timelines.
