A bill to amend the Reclamation Project Act of 1939 to authorize pumped storage hydropower development utilizing multiple Bureau of Reclamation reservoirs.

Sponsor: Sen. Maria Cantwell — D — WA

Makes the Bureau of Reclamation (BOR) the sole regulatory authority for developers seeking a lease for a pumped storage hydropower facility at federal reservoirs. Also requires a nonfederal developer to negotiate an agreement with the Confederated Tribes of the Colville Reservation and the Spokane Tribe of Indians of the Spokane Reservation as a condition for a BOR lease on CBP facilities. The agreement would establish the terms for interactions between the developer and tribes including studies to analyze the potential adverse effects of the project on annual payments due to the tribes under their respective settlements; on hunting, fishing, and boating rights of the Tribes; and on the environment.
