David P. (Phil) Roe is a Representative from Tennessee. Born in Clarksville, Tennessee in 1945, he earned his B.S. from Austin Peay State University in 1967 and his M.D. from the University of Tennessee in 1970. He served in the United States Army from 1973-1974, was a physician, an unsuccessful candidate for nomination to the United States House of Representatives in 2006, a member of the Johnson City, Tennessee board of commissioners from 2003-2008, vice mayor of Johnson City, Tennessee from 2003-2007, and was the mayor of Johnson City, Tennessee from 2007-2009. He was elected as a Republican to the 111th and to the four succeeding Congresses (January 3, 2009-present).
