Richard Edmund Neal is a Representative from Massachusetts. He was born in Springfield, Massachusetts on February 14, 1949.
He received his B.A. from the American International College in 1972, and his M.B.A. from the University of Hartford in 1976.
He served on the staff of Mayor William C. Sullivan from 1973-1978, and was a member of the Springfield, Massachusetts city council from 1978-1984. He was the Mayor of Springfield, Massachusetts from 1984-1988. He was elected as a Democrat to the One Hundred First and to the fourteen succeeding Congresses (January 3, 1989-present).
